Rollup Successful Proposals to Single On-Chain Vote

There is currently a backlog of proposals that have passed temperature check and snapshot but have stalled, therefore I have created this executive proposal to keep momentum on DAO governance and roll up all passed proposals into a single on-chain vote.

This executive proposal needs someone with the required 1 million HOP to help advance this to an on-chain vote.

HOP token holders should vote for this proposal if they support the following alterations to the Hop Protocol.

If this executive proposal passes, the following changes will occur within the Hop Protocol:

  3. HIP 2 Explore Private Sale Legal Options
  4. HIP 3 Hop Governance Incentives
  5. HIP 4 Delegate Incentivization Trial

  7. HIP 6 Deploy a HOP bridge on Arbitrum Nova
  8. HIP 7 AMM and Bonder Liquidity Incentives

HIP O Hop Mission Statement & Success Framework

Hop DAO’s mission is to drive the adoption of secure, trustless, and community-owned bridge infrastructure within Ethereum’s scaling ecosystem and to connect Ethereum to the broader multichain world. Hop DAO’s success should be measure by monthly volume. When available, monthly volume can be referenced as a percentage of market share to limit noise from market-wide factors.

HIP 1 Deploy a Bridge
Deploy a HOP bridge to Arbitrum, Optimism, Polygon, and Gnosis Chain. Hop Labs would be willing to temporarily fill the role of the bonder until another bonder is available or the bonder role is fully permissionless.

HIP 2 Explore a Private Sale Legal Options
The Hop Foundation, based in the Cayman Islands, acts as a legal layer for Hop DAO and is bound to the will of HOP token holders as determined by token vote. The community has expressed interest in Hop DAO conducting a private sale of HOP which the foundation should document appropriately under Cayman law. Hop DAO authorizes the Hop Foundation to explore legal options and documentation so that should the Hop DAO vote to conduct a private sale, the Hop Foundation is prepared from a legal perspective to execute it.

HIP 3 Hop Governance Incentives
Hop needs to provide avenues for community participation beyond those serving as delegates (though this proposal includes delegates as well). This initiative would allocate 16,000 HOP to the community multi-sig. At the end of each calendar month, the community multi-sig will distribute HOP to authors of successful proposals that are eligible for a distribution.

HIP 4 Delegate Incentivization Trial
This 6-month trial program aims to attract and retain both entities and individuals who will actively participate in governance on behalf oh HOP token-holders. This proposal creates eligibility requirements such as minimum participation condition, minimum communication requirement, and minimum delegation threshold. The proposed formula targets 1400 HOP for a delegate at the minimum threshold. At the time of writing, 20 delegates qualify for the minimum eligibility threshold.

HIP 5 Fast Bridging Support for SNX and SUSD
This is a proposal for HOP protocol to offer fast bridging support for SNX and SUSD to/from Optimism and L1. The Synthetix Treasury Council has committed to seeding liquidity for bonders and offering OP incentives to SNX/HSNX and SUSD/HSUSD LPs on Optimism to facilitate the process.

HIP 6 Deploy a HOP bridge on Arbitrum Nova
The purpose of this proposal is to deploy a bridge on Arbitrum Nova to direct users to Hop and others for bridging between Arbitrum One and Nova for a seamless experience independent of L1 bridging.

HIP 7 AMM and Bonder Liquidity Incentives
This proposal aims to incentivize additional liquidity for the bridge AMMs and Bonders. Providing HOP incentives for HOP LPs has the potential to increase AMM liquidity significantly. In addition, Bonder returns have been low or have required a high bonder fee percentage to maintain adequate returns. Bonders will need additional incentives if HOP DAO wishes to keep bonder fees low and keep bonders interested until a decentralized bonder network is achieved.

If this executive proposal does not pass within 30 days, then it will expire and can no longer have any effect on the Hop Protocol.

Thanks for taking the initiative here Franco! What do you think about adding HIP 7 now that it’s passed its snapshot vote as well?

I have seen this done in the past and would urge against bundling proposals. If it fails due to one of the proposals being disputed, they will all need to be separated and voted on a second time (Example: ENS EP 8, 9, & 10). Is there a better solution perhaps (i.e. clear guidelines for moving from off-chain vote to on-chain vote?)

It should be included since HIP 7 passed. I’ll update it.

Thanks for the comments raho. Bundled proposals can be complicated if there is a contentious item within the list but these HIPs passed with a large majority therefore it seems like an efficient way of solidifying the DAOs wishes.

I share a similar sentiment to @raho but looking at the snapshot votes, all passed with a clear majority, so it seems fine to bundle them in this case. HIP-7 was a bit more controversial, so it might be worth excluding that one from the bundle.
